As I understand it client machines create a report on boot-up and then send this information to the IIS/sql server. We have a lot of remote PCs in our network connecting over WAN links so i was wondering if there is any way to throttle how many clients attempt to send this information so as not to create a bottleneck; which will inevitably happen on a Monday morning at 9.

Please download the documentation from http://www.lansweeper.com/documentation.pdf

You have lsclient.exe or active scanning (premium only)

This is not correct.

If you use lclient the clients just sends a message to the server "please scan me"
The server adds all request to a queue and you can configure how many simultaneous scans the server performs. (so you won't have any bottlenecks.)
