I don't wish (at this time) to have my users select the "assets concerned" in the ticket form. Can I disable the button entirely, or on a per-ticket-type basis?

The dropdown to add assets to a ticket is part of the "extra new ticket options", you can hide these for users on a per ticket type basis under Configuration\Ticket Content, as seen in the screenshot below.
