Is it possible to create a report that will let you know if any new software was installed in the past 7 days?

So for instance it would only report new software installed on assets and not ones it currently has.

Is "Software: changes in the last 24 hours" one of the reports that ships with LANSweeper? If so, you can use that as a base. Copy it, adjust the time period it filters for and add a filter to eliminate removals. It will show all installs, including upgrades, not only net-new installs, but you should be able to use it as a starting point.
