Ability to edit reports is no longer available after update to 5.0.0.60

I was able to edit reports prior to version 5.0.0.60. License is still valid until June. AD Groups are still defined for Edit Reports permissions. The option to modify reports was available when mouse hovered over the Configuration link. It no longer shows up there. Has it been moved? Is there a possibility to get a stand-alone report builder, so as to not have to rely on the web interface?

I have attached screen snippets that show:
1. Configuration Options available
2. Web Access permissions (which were reset to defaults to eliminate a misconfiguration)

Please make sure that you belong to a group with access to the Edit Reports user role. User roles can be configured under Configuration/Website Management/Website Access.

A standalone tool will most likely not be added.

You need to hover over "dashboard", the link is in that menu (and was always there)
