We use this report, obviously, to help track machines that haven't been on the network for xx days. However, we've found that if you 'trigger scan' one of these computers, they will fall off this report--even if the machine is not on the network (thus cannot be scanned and should still fall under "not seen"). Should the report work this way?

It is indeed correct that if you trigger a scan with lstrigger the lastseen date is changed and then the scanning process starts.
If the machine is offline the date will still be changed.
Are you using active scanning, if yes you can make a report based on the "last active scan date" in table tblcomputers.
