I want to make it so when I make the widgets on my configuration page they appear for everyone. I hope I making sense. For example if I add a widget to my profile as the administrator, everyone else just sees the canned default widget pages. I want it to be a standard universal look and feel for all of my techs. How do I do that?

These features are on our customer wish list, but we do not yet have a release date for them.

Until the feature is implemented we have been updating the internal tabs table to set our desired widget layout. We tried using a reference user and linking to that users tabs but with user authentication enabled the tabs of other users are restricted from view.
Ideally it would be great if:
->Admins could view/modify the name/layout of the default tabs.
->Admins could also disable which tabs were created by default for new users, and the order of the default tabs (similar to how custom actions are ordered).
->Admins were able to create a tab that is visible to all users, with the option of setting the tab as read-only (so users cannot alter the widget layout).
This would allow:
X number of default user editable tabs + X number of editable/read-only tabs set by admin.

It is intended that each user can set up his own dashboard, according to his personal preferences.

Well that's not good. So I have to go around to each persons interface and make theirs appear as mine? Please tell me the default.aspx page that handles this as I will look into customizing this. Every known webpage in existence has a default page for everyone.
