Last I heard, VMWare ESX was able to do it. You might wanna try ESXi since it is free. I'm not sure WOL is supported for that version. As for Virtual Server i've been trying to make it happen for a while now but chances are i'll be running Hyper-V before WOL works on MS Virtual Server

Never tried before, maybe you can take a look in the bios of the virtual machine to see if it's supported.

Yes, you only need to download the "wol.exe" file (in the action pack)
