Is there a way for me to alert a tech when a ticket has been sitting idle for some time regardless of the state (unless closed or resolved).

The only thing I can think of is a report alert. Problem is that you would have to create a report for each tech (which shows tickets that have been sitting idle) and create a report alert for each tech.

Doable if you only have a handful.
