Does anyone know Huawei switch? I want to buy a Layer 3 switch, is Huawei S2700-9TP-SI-AC Layer 3 switch? Or any recommendation?

No, Huawei S2700 is Layer 2 switch. Huawei S5720 series switch is layer 3 switch, you can check it out.
