I am trying to get the latest MS Outlook out of band installs to run
the eula comes up at the beginning in the form of a checkbox
I have tried /q and /passive neither work

As the installer of this KB requires some user interaction or additional settings at some point during the installation process, these actions or settings need to be provided -if possible- by the deployment package. Unfortunately, we are not aware of the specific commands that are needed to provide the 'checked' value for this checkbox not if it is possible to provide this information from a commandline interface. A quick search online provided us however with the following articles that might help in solving the issue you are currently facing:

The quick fix information that is being shown in quick fix report of the asset will only return the installed KB's that were retrieved from the Win32_QuickFixEngineering WMI class. As the mentioned KB is related to Microsoft Office, the information will not be shown in this report and is as such expected behavior
