The app requires internet access to check for updates.
Can you confirm internet is present?
Normally if the version is outdated or no internet connection is present, a pop-up should occur. Have you seen this?

If it's not one of the above, there is probably an issue. 
In that case, you might post the error from the log file or eventviewer.
Could you indicate what version of Free IP scanner you are using and on what operating system you are running it?
