When setting up a new deployment sometimes it's kind of trial and error. It would be nice if there was a way to enable or disable an individual step within a package for testing purposes.
Added to the wish list, but not sure whether this will be implemented. Your deployment logs should already tell you where (at which step) the deployment is failing. In general, it is recommended that you test your commands in Command Prompt first and then add them as a step.
