Unfortunately, splitting asset management permissions is not yet available. At this moment users can either manage all assets or none. I've linked your topic to the corresponding feature request.
Currently, the only way to split asset management permissions is to have multiple licenses and therefore multiple databases. This way the users can only manage the assets scanned by the specific installation they are using.
