Try using and modifying the following built-in reports:
- Helpdesk: Tickets created this month
- Helpdesk: Tickets closed in last 7 days
To exclude results form specific email addresses you can add a where clause for the htblusers.email.
Where htblusers.email not in ('email1','email2', 'email3')
For the closed tickets you can simply set the number of days from -7 to -30. If you really need specific months, a datepart function might be needed.
