Active Scanning

Could you enlighten me as to how exactly Active Scanning (AS) works? What I am most interested in is how often does AS scan Active Domain Directory? Is there a way to alter the frequency of scans?

I ask this because of the LanSweeperService seems to fluctuate on CPU Ultilization from about 8% up to 51% continually throughout the day.
