Default Device Actions missing

The prior versions' Default Device Actions are missing in the RC1 version.

Can you try manually to run script "upgradebeta.sql"

Yes, the table is empty. I did a straight upgrade, nothing more. Any ideas?

Is table tsysdeviceactions empty?
I don't see anything that might cause this.
