Description for Custom Actions with Hover

Now when the mouse is over the link you can see your Description.
usefull when integratingh new tools and you have no "time" 20 people to explain

If so, might I suggest making a new column in the config console? The action name and the popup? That way, it keeps it clean instead of having the user having to enter <span title=""> </span> for all of it...
