Yes, you have to add WOL.exe to system32 of the machine where you're running the command on (i.e. your own pc)...
On the machine you want to wake up you have to enable WOL in the properties of the network adapter..
I recommend to enable the "only wakeable by admin machines" (something like that) option otherwise machines might wake up spontaneously.
Notice that waking up is only from stand-by mode and not from powered-off mode. (as far as I know).
