Sometimes users need to be able to create a ticket from web and add an external user/mail that does not already exist. Only agents can add/create a new external user?
When sending in tickets via email, users are able to add CC users that don't yet exist in the helpdesk user table by adding these users to CC in email.
It's currently intended behavior that users cannot add new users through the web console. I'll add it to our customer wishlist. At this moment in time we can't yet guarantee that this feature will be added though and we cannot provide you with an estimated release date.
