I would like to create a report to show me for PC's whether System Protection is on or off. I looked through the database dictionary and reports that were available on the forum, but couldn't find anything. Any help would be appreciated. Thanks.

This is not scanned by default. You might be able to scan data about system protection through custom registry scanning.
This key might contain data which make you able to see if System Protection is turned on or not, but you'll need to verify this on your computers:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\SystemRestore
