On the login screen change the server to "HP22585691681\SQLEXPRESS"
If integrated authentication doesn't work use

cached credentials failed as does typing them in.

If you use the same credentials it should work. (are you logged on with the same user?)

When I launch Report builder.
I use the same server and database as the management console which works perfectly.
