The problem was a corrupt IIS install.
The following code solved the problem:
cd %windir%\system32\inetsrv
rundll32 wamreg.dll, CreateIISPackage
regsvr32 asptxn.dll /s
iisreset /restart

I recommend a fresh installation.
Could you post screenshots of the error and your IIS configuration please.
