lstrigger failed, error log not updating

I've looked up all the threads on lstrigger - connecting... failed, but my errorlog.txt in the service directory hasn't updated since 05/30 making it difficult for me to determine where the problem is.
I'm using the trigger scan action in the web console and my actions screen is attached

ErrorLog.Txt updating now

Start "services.msc" go to the service and click on the start button.

Correct. When I try to run the service, I get an error "cannot start service from command line or debugger". installutil doesn't work for me either.
Any suggestions?

Most likely the service is not running, can you verify this?
