I have several servers on my domain that I am unable to scan. WMI is running and DCOM appears to be configured correctly, the lansweeper user account was added to the local admins group. RPC ports are open on the firewall.
The error I get is:
The RPC server is unavailable 0x800706BA (XXXXX.ou.ad3.XXXX.edu, XXXXXXah, XXX.XXX.219.10)
RPC service is started
OS = Server 2008 and I can connect to the server through Lanseeper using remote tools.
Any help would be appreciated.

That did the trick, weird now that rule is in the firewall config twice, you would think the first rule would have worked. Thanks for the help.

Have you tried running the manual firewall script:
netsh firewall set service RemoteAdmin enable

I can ping the server by computer name but receive the following error when I test the connection by computer name:
DNS portion of tests passes and resolves to the correct IP.
\root\cimv2 Remote WMI access test FAILED
The RPC server is unavailable. (Exception from HRESULT: 0x800706BA)
Same with FQDN.........
Same with IP..........
\root\default Remote WMI access test FAILED

When you run the connectiontester do you have the same error?
try running in on both fqdn,computername,ipaddress
