Unable to view the webconsole

I installed the latest version and chose to use IISexpress

now I get the following error

I have already restarted the lansweeper service and the iisexpress service

first I upgraded which gave me the same problem so I uninstalled and the installed it from scratch

Is this a new installation or an upgrade?
