on google it says that with a hosts file on the local pc, we can block google talk, but is there a way using deployment to edit the local hosts file?

Here are some suggestions for pages with commands which edit the hosts file. These are 3rd party links and we can't guarantee that these are working solutions in each case.

There seem to exist VBS scripts on various forums which can modify the hosts file. You could deploy these with the deployment feature in a script step. Alternatively you might be able to find BAT scripts which do the same and use the commands in a command step. For details on how to create a deployment package, please refer to this KB article.
