Not generally. It could be scripted, but it would take as much work as running the Battery Recall utility.
What I did for it's previous recall (and likely for this recall), is to set up a deployment to run the utility from a network folder. As long as the machine/user has access to the folder it will dump all the results there and then you can either upload them to HP or use simply search the files for the terms >Recall needed</
