email report if toner level drops below 3%

Hi, i would like to make a email report for our printers, when they resources drops below 3%.
Is it that possible to make a report not based on time schudule, but on some trigger? 
This report should be 99% of time to be clear ( zero devices in). 
so it should be enought for me, if this email reports send a email just when is atleast 1 device in it. 
or any other kind of solutions for that? 🙂 thanks a lot for ideas

These do run on a schedule, but a report is only mailed if it has results. Empty reports are not mailed.
