I used the .csv and successfully imported tickets from another help desk system. These tickets to not appear in the help desk reports:
Helpdesk: All tickets that have been created
Helpdesk: All tickets whose current state is not Closed
Helpdesk: All tickets that have been created
Helpdesk: All tickets whose current state is not Closed

Most likely, this is because a field which is required in the report was not imported with your tickets. For example the user and agent of the ticket. It's hard to give a precise answer without taking a look at what data was imported.
