Hi Bob, The DB and Web Console should be loaded on a server in my opinion. The console is not a desktop app, you hit it with a browser.
As for a scan, you could easily ping a range and see how many replies you get. The link below has a one line command you can use.

if you run the command with the following at the end.... >c:\temp\replies.txt
it would dump the output to a file in c:\temp called replies.txt then you could review the responses in notepad and count them. Not the best way but effective.
All I can tell you is the programs is worth the money for us at my office!
