Is it possible to require a note or root cause known when closing a ticket?

You can indeed make it a requirement to fill in a custom field before a ticket gets closed. More info can be found here: https://www.lansweeper.com/kb/185/creating-and-adding-custom-fields-to-ticket-types.html ('Required for Closing' at the end of point 4).
