The ability to manually link licenses in the compliance module to specific assets or users has been requested by a few customers and is already on the wish list, but we do not have an estimated release date for this feature unfortunately. You can mention the user the license is meant for in the order comment, but there is no built-in functionality to create a true "link" between the license and user.
