I like the ability for a user to choose a different user for the request, but I don't like them being able to see the entire contents of Active Directory when they click "User Concerning". We have lots of user accounts that are either irrelevant to the user(s) or specialized that a typical user should be ignorant of.
Ideally there would be an option to only populate a specific AD group. An option to only show users within the same OU would be good too, similar to the option that shows only assets from that user's department.
