I would like the New Employee form only to be visible for certain users (not agents), for example for head of departments. Is this possible?

It is currently possible to limit access to specific ticket types (by showing a different type to users, which will hide this type from the new ticket page), but this will only hide those types for non-agents. There isn't an option to limit this for specific users or user groups at this time. We will be adding this functionality in a future major update (6.1 or 6.2), but this is still a long way off.
