I ran the active scanning for 3 days , so many PCs couldnt be scanned because of RPC and WMI , i fixed the issues on those PCs as per the instructions on the site , however the number of unscanned PCs remained the same !!

How to refresh the scan , is there any way to trigger the scan from the begining ?

Just stopping and starting your service should do the trick.
