Is it possible to have certain ticket types require the entry of notes? We want to make sure there is documentation for a subset of tickets.

Yes.
Head over to Configuration, Ticket Content, Ticket Types and click on the IT Support Alter Custom Fields link.

Once in here you just need to customized the fields you want. Make sure to check the boxes "Required..." to get the result you want.
