IIS Express not starting

We recently updated to the latest version of Lansweeper and now IIS Express is completely stopped and will not restart. Even with it off though, we are still able to access Lansweeper Classic. Is IIS Express still required? The Infrastructure team is receiving alerts that the service is down, but if it is no longer needed then they will decom it. If it is required, they aren't sure why we still have access to Lansweeper while the service is not running.
