I am setting up the new Network Discovery and not fully understanding how it works.  The instructions listed seem to be dated as the screens do not match the current Network Discovery.

Are you able to setup and initiate device discovery only from the portal?  I am setting up discovery actions, but it does not find anything.  The only way it seems to work is from the local discovery hub where I setup a manual scan.

Are there updated instructions on how to setup the current Network Discovery?

Is your hub correctly linked to your Site in Cloud?
It seems there could be an issue with that. 
You can scan from the local hub, but your options are limited there. You have more options in your Cloud site to configure scanning. If the connection is ok, it should work.
